Steven MacPhail
Tube Council (NA) President
In addition to serving on our board, Steven serves President of Sales & Marketing at Montebello Packaging, www.montebellopkg.com. He has held various senior executive roles in manufacturing and retail. His expertise covers the industries of Apparel, Packaging, and Laboratory sampling supplies. During his various roles, he successfully negotiated several distribution & licensing agreements, implemented several supply chain programs improving the flow of goods to customers. His expertise is in strategic sales coupled with Operational alignment to accelerate top-line growth and profits. A very energetic and upbeat individual Interested in all kinds of sports and music. Has been an active member of Tube Council executive for over 6 years. Has held senior executive roles in two North American Tube manufacturers.
Bruno Lebeault
Tube Council (NA) Director
Bruno Lebeault is the Marketing Director for the Americas at Viva ( https://viva-healthcare.com/ ). Bruno currently serves our board as Director Emeritus. Bruno has served as moderator for a number of our Webinar’s, panel discussions & other events during his tenure as President.
Prior to that Bruno held various management positions in Europe and Brazil introducing innovative packaging technologies to brand owners with the same benefits: shelf impact and environment.
Bruno was born in France, holds a Chemical Engineering degree from University College London and an MBA from ESCP Business School in Paris. He is now based in Toronto.
Annia Spahr

Annia brings over 15 years of experience in the beauty industry to the Tube Council Board of Directors. She joined Albéa in 2021 in the marketing team as Product Manager Tubes North America. In this position, Annia focuses on delivering high-quality and responsible tube packaging solutions for the beauty, pharmaceutical, and oral-care markets. Hand-in-hand with the product development teams, she works on innovative designs, materials, and printing techniques to create visually appealing and easy-to-use solutions. Prior to joining Albéa, Annia held various Brand Manager roles within the Beauty industry.
Melanie Rasche
Tube Council (NA) Director
Melanie Rasche is the Product Manager for Tubes and Jars at Berry Global. In this role, she collaborates with cross-functional teams to deliver innovative, sustainable, and high-quality packaging solutions for the homecare, healthcare, and beauty markets. Despite having just five years of experience in the packaging industry, Melanie has made significant contributions, earning a reputation for her innovative approach and dedication.
Melanie holds a degree in Chemistry, which provided her with a strong foundation in problem-solving and analytical thinking. Her passion for personal growth led her to pursue a Master’s in Business Administration, further enhancing her strategic and leadership skills. Before joining Berry Global, Melanie was a Lead Coatings Chemist at a coatings manufacturer, where she developed new and innovative coatings for the automotive and sports equipment markets.
Melanie’s drive and commitment to excellence continue to propel her career forward, making her a respected figure in the packaging industry. Her ability to blend technical expertise with strategic vision enables her to create impactful solutions that meet the evolving needs of customers and the market.
Robert Randall
Tube Council (NA) Director, Associate Member
Bob Randall serves our Board and is Vice President at Silgan Dispensing. Bob has 43 years’ experience in the packaging industry, including the last 6 years with Silgan Dispensing. Originally joining Polytop, a dispensing closure manufacturer, he has held various roles in sales and marketing with Polytop, MWV (MeadWestvaco), WestRock and Silgan Dispensing. Throughout his career and various organizations, he has always enjoyed being a supplier to and working closely with the tube manufacturers. Bob was instrumental in advocating for and creating our Educational Scholarship Program, initiated in 2022.
Thomas Lefevre
Tube Council (NA) Director
Thom is presently CEO of Brueckner Group USA who represents all parts of the Breuckner Group in North America. He worked with PackSys Global AG, who supplies tubemaking and packing machines and is also a part of Brueckner Group, for 15 years and over 25 years in our industry. Prior to joining PackSys Global Thom was co-leader of the Management Buyout of Betts from Courtaulds Packaging. At Betts he was responsible for Business Development and at various times for tube-making operations in the USA, Mexico, Brazil, South Africa, Russia, Poland, Indonesia, India and China. Thom was educated as a Chemical Engineer and has a MBA degree.
